Client Overview and Challenge
The General Services Administration (GSA) manages multiple large-scale contract vehicles. One of
these was the OASIS program, a sprawling, government-wide multiple-award, indefinite delivery,
indefinite quantity (IDIQ) contract that provided a wide range of complex professional services to all
federal agencies. The GSA required expert support to optimize governance, streamline workflows,
and enhance forecasting models within the OASIS program office. The challenge was to ensure that
the program's operations were efficient, data-driven, and aligned with strategic objectives.
Actions Taken
Level 4 provided direct support to the OASIS CIO by analyzing and documenting enterprise
organization, workflows, and system architecture. We reviewed and recommended improvements
to forecasting models used for several multi-billion-dollar programs like OASIS ($1.9B annual), STARS
($1.4B annual), and Alliant ($4.7B annual). Our work included defining system interrelationships,
data structures, and business requirements for the entire program office’s technical architecture.
Additionally, we trained senior staff on governance and architecture, ensuring that GSA's objectives
were clearly communicated and effectively implemented across all related environments.
Results and Impact
Our efforts resulted in much more accurate forecasting models, and dramatically improved
governance structures, within the OASIS program office. The enhancements we recommended
yielded better management of contracts and more efficient operations across the GSA’s various
programs. We provided training to senior staff which ensured that these improvements were
sustainable, contributing to the long-term success of the OASIS program and its related initiatives.
