Client Overview and Challenge
The California Health and Human Services Agency’s (HHSA) CARES project modernized and
integrated the state’s health and human services data systems, improving data sharing, analytics,
and decision-making across various departments. HHSA launched the California Automated
Response and Engagement System (CARES) to improve service delivery across the state. HHSA’s goal
was to streamline automated processes and enhance engagement activities, ultimately improving
outcomes for California residents. The project presented significant challenges, including the need
for careful planning, cost management, and effective stakeholder collaboration to ensure its success.
Actions Taken
As Independent Advisors, Level 4 provided essential support to the project’s PMO office. We
conducted detailed analyses of costs, risks, and alternative strategies, ensuring a solid financial
foundation. We improved vendor management processes, implemented an earned value
management (EVM) system for accurate tracking, and worked closely with stakeholders to define
the project scope. Level 4’s focus on addressing requirement gaps, particularly for the specific needs
of each of the 58 counties in the State, was key to the project’s success.
Results and Impact
Under our guidance, the CARES project saw significant improvements in process management and
project oversight. The robust EVM system we implemented ensured tight control and visibility of costs and schedules, leading to more efficient operations. As a result, the project yielded better service outcomes for California residents, with enhanced efficiency and accountability.
